As a member of the Illinois General Assembly, Representative Leitch has passed numerous bills that have become law. He has been an advocate for mental health and disabilities issues in Illinois. But he has also been an advocate for his constituents and has proposed many of their ideas before the Illinois General Assembly. Since the very first bill he passed that became law on July 10, 1986 (Public Act 84-1156) to appropriate funding for the Pollution Control Board, Representative Leitch has served the community by working with local constituents and agencies to help whenever and wherever he could. One idea a constituent offered was the new driver sign. As the mother of a new driver, she worried about his safety on the road because of his inexperience. She had seen the new driver signs in other places and thought it would make a good law. The theory is the same as the student driver sign, to alert the other drivers as to the status of the person behind the wheel so that they can make the necessary adjustments for the new or student driver. The bill passed the House, but eventually it stalled in the Senate. However, just recently in the spring of 2010, the State of New Jersey has passed Kyleigh's law, named for a New Jersey resident that was killed in a car accident by a new driver. This law, which became effective May 1, 2010, requires all drivers under the age of 21 to have a red reflective decal on their license plates, which signals to other drivers that they are new drivers.
